Minutes of the Committee Meeting of the DBA held at the Devon Hotel on 26 February 2020.
The meeting opened at 6pm.

3. Previous Minutes, Matters Arising
Matters arising – The committee agreed to award a "Long service to Bridge" certificate and prize to a club member each year. The award is to be announced at the Devon Congress.
The last minutes were agreed. Proposed NM, seconded EN.
4. Section Reports
The Dartington Swiss Teams held on 9th Feb at Filleigh raised £300 for Devon Hospice and McMillan nurses. Numbers for the North Devon Congress are about the same as last year so should be a good weekend.
Braunton club have asked for and been granted a donation of £500 towards new bridge tabs, a third of the cost.
We are all hoping the coronavirus does not reach Devon. If it does, quick action should be considered to close clubs, as many of the members are elderly. The EBU have already made recommendations. We agreed that most important is for members to wash their hands after using cards and follow proper sneezing procedures.
The John Woolcott weekend attendance was 22 pairs and 12 teams resulting in a small profit. Lower than previous year (30 pairs and 24 teams).
Exeter Bridge Club will be seeking new premises from this September. Club committee members are researching various options. Jean agreed to speak with Gypsy Hill hotel and request continuing to host 'one off' events after September.
The possibility of creating a county teams league was raised. Currently only East and South sections run leagues.
Perhaps a matter to be discussed at the AGM?
Winter Pairs attendance is down this year, which will lead to a reduced ladder prize fund.
Southern League – A division 7 teams, B division 4 teams. Organizer Mike Hamon.
Simultaneous Pairs – Paul Ainsworth to report separately. Letter of thanks to be sent. (GC)
South section AGM – Mon 18th May followed by club bridge.
South: to find another representative to serve on the County committee. .
We recommend getting in touch with the Western Morning News to increase bridge publicity. A photo of the finalists and a short report is to be sent to the newspaper. The WMN presented a cup for this event back in 1937.
Devon Pairs – MW reported the following:

TEAMS ONLY 4 Teams
Non-NGS duplicates (where results don't affect one's NGS ranking) will be available to encourage members to play with beginners and encourage them to play in club duplicates. The committee welcomes ideas to encourage beginners to play in regular duplicates.
7. County League
With 4 rounds played the A Team are currently 6th, and both the B and C teams team are in 1st place with 3 more rounds to go.
Entries to the Corwen - The committee was informed that due to a lower than usual attendance of the Devon Pairs payment to the top 3 places would lead to a loss for the event. (Even payment for the top 2 places would result in small loss). After discussion it was unanimously agreed that we should honour the original promise to pay the entry to the Corwen for the first 3 places.
Tollemache – Warner Solomon (captain) conveyed in his report the team's thanks in supporting them. It was a first for Devon to qualify for the final. They didn't disgrace themselves winning 2 of the 7 matches.
Western League – So that they may be kept informed, the committee agreed to include the W.L. Selectors in the circulation of DBA minutes. A Selector may also attend DBA meetings if they wish.
Negotiations have begun re fixture schedule for next season.
TT has requested the purchase new duplimate decks at a cost of £144.
TT – The County does not have a Treasurer – constitutionally it needs one. Also we need someone to take over Terence's role of Tournament Admin next year.
Falling standards of behaviour at the bridge table
The committee are concerned about falling standards of behaviour at the bridge table. It is an important issue as bad behaviour at or away from the table is detrimental to bridge in Devon. Two incidents have come to light. But as no official complaint has actually been made no further action is being taken.
Moving forward, if a complaint is made about behaviour the first thing is to inform the event director and respect the director's decision. If necessary the matter will be dealt with by disciplinary sub-committee.
